The New Housing Benefit & Council Tax Benefit Rule Changes

 

Towards the end of each financial year we are always pleased to offer this very popular Workshop which provides the opportunity to consider, review and reflect on the key issues and changes that have affected Housing Benefit during the past year, and an opportunity to look at the changes that will be coming in from the start of the new financial year.

A huge amount of change is currently facing those people involved in the administration of Housing Benefit and Council Tax Benefit, with 2011-12 seeing a busy year of changes arising from new HB Rules and from case law. This one day Workshop will cover the main changes that have recently been introduced, and look at the ones that are still planned to be introduced during 2012, providing an ideal Workshop day to reflect on and review all the changes that have recently occurred, and those that have yet to occur during 2012, in respect of the administration of the Housing Benefit scheme.  

 

There are a wide variety of changes and issues to consider, many of which both landlords and local authorities must still prepare and get ready for in 2012, so the Workshop will look at:

* Local Housing Allowances

·   Rates and caps - Freeze in LHA rates from April 2012

·   Transitional Protection

·   Room allowed for carers

·   January 2012 – Extension of shared facilities rate

·   Exemptions for certain accommodation;

·   Payments to landlord

·   Effect on landlord/tenant behaviour

 

* Other recent HB / CTB changes and important Case Law

 

* The introduction of a Benefits Cap and its effect on HB

 

* The abolition of Council Tax Benefit and replacement by a Local Scheme

 

* The over-occupancy rules – the plans to reduce HB in Social Housing for those with additional bedrooms
