This Workshop focuses on the needs of Front Line Staff who need to know the main features of Housing Benefit (HB) and Council Tax Benefit (CTB), and how they fit in with their other work and the wider world of different benefit entitlements. The course has evolved since John first presented it in 1981, and is now widely recognised as perhaps the best practical introduction to understanding the main aspects of the HB scheme.
The Workshop is particularly suited for staff relatively new at dealing with Housing Benefit assessments or advising tenants on their entitlements’. It is aimed at people from a range of backgrounds - relatively new staff in Housing Benefit Sections, general front line Customer Services staff, Contact Centre staff, Welfare Benefit Advisers, and Income Management Officers and Housing Officers from local authorities, ALMOs and Housing Associations responsible for giving Housing Benefit advice to tenants.
The Workshop provides an excellent overview of the main issues involved when dealing with Housing Benefit enquiries. The course content, detailed notes and worked examples will reflect all the latest allowances and the various rule changes that have taken place. It will specifically look at how recent Housing Benefit rule changes impact on day-to-day advice work. Topics to be covered include:
• How HB/CTB fits in with other State Benefits
• The rules of entitlement to HB;
• How HB is calculated with straightforward case;
• How HB is affected by non-dependants, capital and income;
• Changes to non-dependant deductions;
• The way to calculate a claimant’s 'applicable amount' (what they need to live on according to Government figures);
• Other frequently asked questions and recent changes - covering the main points about how to claim, changes of circumstance, overpayments and appeals;
By means of presentations, discussions and exercises our presenter, John Zebedee, will provide a fact-filled day covering the most up-to-date information available. Extensive course notes and helpful examples will be provided.
