John Zebedee

Since 1982 John Zebedee has been a trainer and writer specialising in Housing Benefit, Council Tax Benefit and the Council Tax itself. He worked for SHAC (the London Housing Aid Centre) for ten years as a housing advisor and as a training manager. He has also worked for a local authority Housing Aid Centre and as a local authority Housing Benefit Appeals Manager.

He has been involved with Housing Benefit since its introduction in 1982/83 and is recognised as a national expert in the field. He acts for claimants, local authorities, housing associations charitable hostels and other landlords on matters from advice through to representation at Hearings, and acting as an expert witness in Court cases.

He is one of the country’s most knowledgeable and experienced trainers on Housing Benefit and Council Tax Benefit issues. John has presented over 2,000 courses, spoken at the conferences of several professional bodies, and appeared on TV and radio advice programmes. Since 1990 he has been joint author of the practitioner’s first port of call, “The Guide To Housing Benefit And Council Tax Benefit” (Shelter and Chartered Institute of Housing).

For ten years John also wrote the Housing Benefit, Council Tax Benefit and Council Tax sections of the annual Disability Rights Handbook (Disability Alliance). He also regularly contributes to various other benefits publications.
