The 2012 Housing Benefit Rule Changes & The Wider Welfare Reform Programme

Every year involves the introduction of a huge number of changes to rules and legislation with Housing Benefit and Council Tax Benefit, and 2011 has once again been a busy year of changes. However, it looks like 2012 will see a year of even more major changes when the wider welfare reform proposals are also taken into account.

In the morning of this one day Workshop we will look at the changes to Housing Benefit that are being introduced in January 2012 and some further changes to HB that have either been announced or planned for introduction during 2012 or later. In the afternoon we turn our attention to the wider Welfare Reform programme. Although the Welfare Reform Bill is now some months behind target, and following a number of recent votes in the House of Lords earlier talks about completion by January 2012 have now proved to be wide of the mark. Late May now appears more likely. However, whatever the Parliamentary issues, the Government seems determined that the start dates will be unaffected, so organisations still need to plan with this in mind.

With the first rough draft of “indicative” Universal Credit Regulations now circulating, we can begin to undertake some detailed analysis of how the reform programme will affect those people who work in assessing claims and advising Housing Benefit claimants in the future. An ideal opportunity to look at sharing knowledge and opinions of how the world of Housing Benefit will once again be changing over the coming year!

There are a wide variety of changes and issues to consider in this information packed one day course, and the Workshop will look at:

* January 2012 Rule Changes

  • Young Individuals (Under 35)
  • Exemptions
  • Effect on existing cases and interaction with transitionally protected claims

Further Changes To HB And CTB Announced Or Planned For 2012 onwards

  • Eligible rent in the social sector
  • Indexation of LHA
  • Benefit cap
  • Prosecutions
  • “Strike” sanctions

* An Overview Of The Wider Welfare Reform Proposals, including the draft Universal Credit (UC) Regulations

  • Universal Credit and SPC Housing Credit
  • DLA/PIP
  • Changes to ESA and JSA
  • End of the discretionary Social Fund

By means of presentations, discussions and a number of realistic examples our presenter, Peter Barker (the “HB Anorak”) will provide a fact-filled day covering the most up-to-date information available. Clearly this Workshop is only suitable for people with a reasonable prior understanding of the Housing Benefit scheme.
